But why are the custom skins still locked? I was trying to set individual skins for each plane in the mission editor, but no luck.

 

Any ideas?

Not sure. I think they worked for me. I'll check into it tonight after work.

  Turns out everything is locked in the individual mission settings.

  You can go into each missions (.settings) file and change the locked setting from "1" to "0" and save. Open with notepad.

 

  Or, here are the 13 mission settings files with the paint schemes unlocked. 

Just copy/paste them into your Volga folder in data/campaigns and overwrite.
