As the bullet count decreases, do the number of guns firing decrease also? At what point, if they do, does that start?

Different pairs of guns have different amounts of ammunition - so some run out of ammunition sooner than others.

 

P.S.

The number in the loadout screen is the total ammunition for all guns, but it isn't evenly distributed.

The 2 inner guns on the D have 400 rpg vs 270 rpg for the 4 outer guns.  Taking the additional ammo just adds more to the inner pair.  On the P-51B the inners have 350 rpg I believe, and 270 rpg for the outers.
