Budget PC for GB?

I'm retired living on a fixed income is the USA. What would be a decent PC to run GB on med. settings? 1080 display, I would like an AMD CPU with AMD GPU, 16 gigs of RAM. My price range is $500-$700 usd used pc of course.

For playing at 1080p monitor 60Hz (even at high settings) you will find plenty of used PCs in ebay for that budget.

Perhaps an intel CPU coupled with an NVIDIA GPU would give you more for the money.

If choose build, the actual "best bang" gaming CPU is Intel Core i5-12400F, performance close to Ryzen 5600X costing less.
