Adjust External Camera Views

Is there any way to adjust or mod the external camera views?
Adjust in terms of (say F4 chase view) the position up or down and distance, like a proper chase cam?

Mod to make it so you can rotate via mouse of gamepad stick?

Also remove the zoom that happens every time you hit F4.

 

They seem a bit...inflexible.

Would love this too.  I have just came back to the game and I remember having an external chase/combat view that not only was adjustable in zoom but also you could pan that view.  I am assuming something has changed restricting the cameras, and would also like to know if there are any mods that restore/add external locked camera adjustments.
