I am asking, is there a way to download the game on a separate device. The other device I had encounters some hardware problems and I want to transfer the game into another working device,

Doesn't look like you've purchased any content from the il2 store. Is that right? Have you only purchased from Steam? Have you linked your accounts?

 

By the looks of it, as far as the store is concerned, you don't own any content to download.

I had purchased the game in the IL-2 store, not on steam. But there in the purchase section in the store there is nothing.
