Friend cannot accept Steam gift - "Insufficient Privilege" message

I tried to gift a copy of Tank Crew to my friend for his birthday. When he tries to accept the Steam gift, he is presented with an error message: "Success! Insufficient Privilege"

 

I've never heard of such a thing before. Does anyone have any suggestions? He's been trying to accept the gift for a few days now, and no joy.

If it’s through Steam I would contact support there, to me that looks like a steam issue. Also contact il2 support at the same time and see if they can work on it on their end.
