it asks me for missing files. How to make il2sturmovik start?

What version are you running, Standard or Steam?

looks like internet not working, a firewall blocks access

That seems like a Steam version, steam logo as transparent background....

In steam library RH mouse click on il2BoS, select properties, once in properties select "Local files" section and in that section there is "verify integrity of game files" option...click on it, it should download all missing files.

Sometimes not all files succeed to verify so you can just repeat verification.....

I have tried to do everything, now I only have to reinstall from scratch. Now the question is what files should I save to keep the PILOT CAMPAIGN (Caree) The joy keys and the graphic configuration. Please guide me step by step through the directories and files.

For example: 1IL2>Program Files>Stean> Steanmaps>Settings

 

Same with conf ini

Did you also try what =VARP=Ribbon said? "Verify integrity of game files" should generally solve such problems in Steam.

Have you tried to check the integrity using steam?
Also, i've had a similar problem before with mods, so i would sugest deleting every mod you have and then checking the integrity again
If that doesnt work backup the files from "E:\SteamLibrary\steamapps\common\IL-2 Sturmovik Battle of Stalingrad\data": Career and input
Input is where your controls are saved at
