Dynamic Resolution Factor Black Bar Artifact

I get a fuzzy black bar down the middle of my screen, and the only thing I can find that changes it is Dynamic Resolution Factor. If I turn it down, it shifts towards the right until at the minimum setting, it's just a few pixels all the way to the right. But at maximum, it's dead in the center of my screen.

 

So, I can deal with it off to the side. But my resolution is terrible when I turn it all the way down. Can anyone help? Explain what's going on, or how to fix it?
