d3dx11_43.dll error on fresh Win11 install

I have a fresh clean install of windows 11 with all latest windows updates installed. I also did a fresh install of IL-2 launcher downloaded from my il2sturmovik.com account. The launcher updated to latest version. When I click Play in the launcher I get an error that "d3dx11_43.dll is either not designed to run on Windows or it contains an error..." I'm able to run other DX11 games just fine, e.g. Civilization V. dxdiag tool is not showing any errors. Any suggestions?
