However unfortunately Prepar3d licensing isn't aimed at the end user playing for fun or entertainment and no such license actually exists.

Not necessarily so, from what I can tell they should be releasing MS Flightsimulator X: Steam edition fairly soon, which will basically be the Gold edition just sold through Steam. This point: "The award-winning creators of the best-selling Train Simulator franchise have today announced a global licensing deal with Microsoft, granting them the rights to develop and publish all-new flight products based on Microsoft’s genre-defining flight technology. The company is currently investigating new concepts in this area and is expecting to bring a release to market in 2015." Its not entirely clear, it could mean a new evolved product similar to Prepa3rd, but aimed at the flightsim enthusiast (who will want it as detailed as Prepa3rd), or it could mean they will be selling their own add-ons for FSX Steam edition and maybe sub-licensing other 3rd party providers to use the service (ie, Aerosoft "Airport X" Steam edition, they would likely have to pay DTG a fee to enable it to be pushed through Steam). Steam users have complained before about the total cost of add-ons for Trainsimulator, now imagine if this takes off and we see a large amount of FSX add-on's being sold through Steam lol. I hope that makes sense.
