Can't create multiplayer server since Update 4.701

Since updating to version 4.701 of IL2, I am not able to create a server. 
From the main menu I select Multiplayer, Dogfight, and then Create  server. After selecting my custom scenario and attempting to load, there is a black screen for a couple of seconds. I'm then booted back to the Co-op/Dogfight screen. 
This process has worked fine up until this recent update.

Does anyone have this problem? 
Is there a fix?
