What tech stack/time would be required to make a screen recording and annotation program like Bandicam or Icecream Apps Screen Recorder?

Hi tech-heads,

 

I've been trying various screen recording programs for doing game tutorials (for an online board game) and have ended up in the frustrating position of various programs having great features but with them all having a pretty much deal-breaking weakness.

 

The best I've found - close to perfect - is Icecream Apps Screenrecorder but with no hotkeys for changing drawing tool, colors and thickness, it makes for a really crazy mouse situation with the mouse darting back and forth. There are other annoyances like no "shift & drag" for a perfect square or circle and only outlined text which looks pretty bad which I could live with but no hotkeys. Grrr.

 

Bandicam is also really good but only has the rectangle tool, no circle/ellipse.

 

Anyway it just got me curious about how difficult it would be and what coding/language skills would be required to make a similar program. This is the only forum I frequent and it's not a question for Stackoverflow, so I ask here...

 

Edit: I might add that ZoomIt, as a screen annotator only would be fine but for the fact fact that when drawing shapes, the line color changes to some feint purple or something  (I'm color impaired) which I can't see and the mouse goes invisible. Just being able to replicate that tech would be good enough, using a separate screen recorder.

 

Edit 2: I've discovered open source Pensela, which will do the trick, using Voice Attack's mouse position functionality to hack hotkey functionality (can't do that with Icecream Apps unfortunately). So a good enough and free solution but needing a separate screen recorder. Anyway, the best solution so far.
