Are Cooper Bombs Working In Flying Circus?

Are the 11 Kg Cooper bombs working in Flying Circus?

 

I attacked an airfield today in a Camel armed with Cooper bombs, and they did not detonate.  Then I re-flew the mission in "Spring Offensive" and double checked to make sure they were armed using the Bomb Safety Switch, and while the switch showed they were armed, they did not detonate, nor did any of my flight's Cooper bombs detonate.
