Is there a way to turn MODS off & on outside the game play?

I get a weird glitch in “Flying Circus “with Mods on: excessive exhaust smoke when there should be almost none as it is with MODS off.Rather than starting the sim, checking MODS off ,exiting game ,and then re-starting I wonder if anyone knows how this might be done , perhaps in “startup.ini ? Any ideas?

You can turn MODs on/off in the "startup.cfg" file.

1=on
