Don't really know and only a guess - do you have the right version of java installed? Just I see a java symbol in the top left of your pic.

Unknown as to why it looks like that.  Getting Java up to date is a good start, although usually the wrong Java version just results in failure to run.  Another possibility is a corrupted download.   Try downloading again and running (after updating Java - make sure you have a 64 bit version of Java).
