PWCG - IL2 Altitude too high?

Flew an odd mission tonight.  Escorting an Il2 flight while I was in a P40 on the eastern front.  The Il2's approached the target at more than 10,000 ft and never dove or got closer to the target than 10,000 ft.  I have no idea whether this is even a bug, maybe Il2's did fly missions at that altitude.  But that isn't how I understood that plane to be used, so I thought I would note it.  Anyone else have a similar issue?

Seems odd.  IL2s should be ground attack only.
