Balloons becoming Spawn points

With the addition of the proposed Air Marshal update. I think it would be very neat to make balloons a spawn point  and give them (Air Marshal abiliity) thus making them more viable to defend or attack. For example giving the players who spawn as a balloon observer a pair of binoculars. That way they can report on the things that happen on the front to the ground crew. Also with flares they can communicate with the corresponding Airman on their team in regards to enemy activity/ operations. And perhaps at a later date direct flak and artillery operations.

If any of you have server/Map creation experience HMU on PM i wanna talk in regards to a possible workaround to make balloons more useful regardless of the future update for the time being
