Unable to log in online or offline via steam

I recently re installed Il2 which i had purchased via steam. When trying to play it I am asked to log in online or offline both of which though return a error message of License key not activated . 
On the Il website under license keys there is nothing and going through my purchase emails and steam settings there is no available key to use ... so 

Steam does not have a key for me to input on the website and the website says i need to register a key ... Despite logging in with my steam credentials aswell which has the game as purchased the same error message keeps appearing .... 

Any suggestions ?
