It's in early access.  Several of the aircraft have been released.

Short answer is no. 

 

Longer answer: The map and other things like career are not out.  They are usually released with the finished product.  Aircraft are released as they are created.  Currently the DH4, SPAD VII, Pfalz D.XII have been released.  

 

If you buy FC2 right now you will be able to fly the planes in quick battles, multiplayer, and in PWCG.  As planes continue to roll out they are added to PWCG within a week or two of release. They are available in quick battles and multiplayer as soon as they are released.

 

If you want everything, including the map and including 1C career mode, then you will have to wait for the complete release.

Thank you for this Pat - it is what keeps me coming back to FC right now as a mostly single player!

I hope you know, but I think you have no idea how important and how much so many appreciate your continued support of this software. In my squad we look more to your updates than game itself.
