Su-122 UZTM broken?

Just wondering if this is normal or a bug?

 

I cant control the turret via the gunners position.  I can only control it from the opposite side guy (dont know his position name) I'm playing on vr.

SU-122 has no turret. It only has a gun. The gunner can only use the gun, not driving the vehicle.

Are you unlocking the gun with "T"?

Maybe you mix up commander and gunner? Only gunner can move the gun, but he has a very basic gunsight. Commander has this kind of fixed optical sight with mils that can't be moved.
