I got the game because folks all said steam would work fine in offline mode. 

 

However the deal with steam is that the APP that goes online, controls account data, lists what you own, etc   is a default function of the steam software that cannot be programmed to stay offline, or just stay turned off. 

 

Thus when i deleted that online application, ALL steam software and programs went bye bye. 

 

So it wasnt until the uninstall steam was half done, that the desktop icons for everything went away that i knew the steam crap was well crap. 

 

DO i like cliffs? yep i do

 

Will i reinstall it?  Not until i find a way not to have that stupid steam application killing my internet bandwidth.

Have you tried setting Steam to run in offline mode? That way it will be there (no way around it) but won‘t use your bandwidth.

Please take a look at the Steam options and turn off all your Steam overlay systems.... cloud, etc.  Everything you can turn off in the options.

 

Then the only thing which will run will be the initial startup.

 

I do this and Steam has zero effect on internet unless I am running the game in Singleplayer... and very limited when I am... only during startup.
