Full Weapon Customization Mod?

I remember being on the site a month or so ago and i could have sworn I noticed a mod that permitted you to use basically any weapon on any aircraft.

 

But I cant seem to find it again. Am I just insane and remembering something that never was, or does someone else know what I'm talking about?

The aircraft loadout files are locked, so if you edit them the game will crash. I think you're indeed seeing ghosts
