Machine guns won’t fire

I have had several situations where I line up the target, squeeze the trigger and....nada.  Do guns jam? Freeze? If I pull out the flare/personal weapon does this run interference? Thanks.

I have same issue, only happens when have target insights, never happens with friendly in sight or just flying around. I also get the opposite with guns jamming on and emptying magazine.
