General page on web site returning out of order for the past several days

Pretty much what the title says.  The web site's General page was down for several days for me, came up for a day or two, and is back down again.  id this universal or just me?

Had this for a few days, then Ctr+F5 resolved the problem for me.

Now what bugs me is the search function not letting me to narrow my search unless I wait for 60 seconds.
