Separating mouse and scroll wheel sensitivity

Type of improvement: user interface/ control device change

Explanation of proposals: I wish there was a way to Separate mouse and scroll sensitivity in the options because as of right now if i turn down my mouse sense to how i like the turret zoom speed with scroll is very slow 

Benefits:  this can help the user experience by allowing them to more easily set up the settings to what they need.
