And Still i Wonder how to make Enemy Planes appear on the Pilot Map

i really wonder what settings make Enemy Planes appear on the Pilot Map. Making missions; it sometimes works, and sometimes not.

Spotter any thing to do with that? I set the player plane mostly to 20000 .... seems to have no influence.
