Installed IL-2 Battle of Stalingrad and now ALL my Games Small!

Running Win10 on a Surface Pro, Installed Steam Version of Game and now it runs small in middle of monitor, rest of screen black.

 

Cannot get it to change via Display settings on Comp. tried running a variety of games and now they all do it (Steam Games, Epic Launcher Games, everything).

 

Any ideas?  At wit's end.
