Command menu Help or lack of it

can anybody tell me what the key is to bring up the command menu in-game

I am in caree mode Battle of Rheinland, I hit the Tilde ¬ key but all i get is F1/Pilot gestures or Esc

Not sure what i am doing wrong but any help would be good.

I have done a search but no help there

it's the right key - but you can only give orders (f2) when you are the flight leader

 

But that wont mean you order will be followed
