Tobruk only available through Steam? Problem downloading to PC

Hello, I have all the other IL2 modules and have historically loaded them direct from the IL2 Store with no problems.  I just bought the Tobruk module and apparently I can only download it via Steam?  This doesn't seem right since I play IL2 direct on my PC and not via Steam.  Am I missing something?  I got the Steam app but nopw it's telling me I have to install the whole game on Steam first.  I don't want to do this - I just want to play Tobruk like all the other maps I play without Steam.

Tobruk is DLC of the Dover series which is distributed via Steam. In order to do this, you must also own Cliffs of Dover Blitz. It is separate from Great Battles.

There are three different generations of IL-2 Sturmovik games, all three incompatible with each other. Everytime you purchase one module in the IL-2 Great Battles series (which is the third generation), please be sure that the product you buy is labelled with this logo.

 

"Desert Wings - Tobruk" is an add-on for this other series of simulators, labelled with this logo (the second generation of IL-2 Sturmovik games).

 

How much did you pay for "Desert Wings - Tobruk"? You might be refunded... OR... you could purchase the basic game (25 bucks), dowload Steam... and reenact the Battle of France, the Battle of Dunkirk, the Battle of Britain, different battles in the Desert War in North Africa... what do you think? That would be a completely different concept of combat flight sim, but a pretty good one. At any rate if your cup of tea is VR... please know that the Dover series is not yet VR-compatible.
