Ground not lit bright enough, or.....

I find that no matter how I adjust my monitors brightness/ contrast/ gamma,

the ground is lit way to dim compared to the sky.  If I can get the ground to look close 

to correct , the clouds are blindingly bright.  Could the clouds be brought down a bit in brightness

and leave everything else alone?

HDR setting enabled definitely makes the ground/landscape brighter.
