We are getting ready to change our domicile and the region that will host us does not have the same internet provider as it does now ... Question ... = will my game be recognized and will the planes / missions etc that I bought online be recognized so that I can continue to fly and fight ,as before ...... if I have to change my internet address to a new one .. ??

You'll be fine.

Purchases are tied to your account, not to your IP address or ISP.

You can go to the other side of the world and play the game just the same, on any computer, using any account you have access to. I have no idea how this is a concern?

Just keep your password and e-mail address :)

If one moves to an area without any internet access one can even login offline (albeit with a few less features)!

It's a very valid concern in this day and age of erosion of the concept of ownership.  For example when you "buy" an ebook but Amazon can forcibly delete it from your device, what exactly have you paid for?

If anyone reading this thinks it's hyperbole, that exact situation has occurred.

The only potential problem that I can think of is that many people use email services hosted by their internet provider, so changing providers as mentioned by OP may lead to the loss of an email associated with the Il-2 account.

Make sure that you can still receive email at any addresses used for games or other services.

Yeah, it may seem silly in the case of Il-2, but many games sold online have had some type of region locking for pricing or censorship purposes.
