In game chat?

I saw someone mention (in passing) an in-game chat feature as if it was a current thing, has this been added in the last few months? I've searched for posts about it but couldn't find any, if there is such a thing, could someone direct me to it please?

SRS is a third party voice chat system that is the closest thing to in-game comms.
