Half my Missions are scenic tours lately

I fly the route and don't see any enemy planes, I just get a scenic tour over enemy territory, is there a way to improve the chances of enemy air contact?

Enemy might be depleted.  Either accept the normal flow of resupply or ...

 

Your Campaign -> Intelligence -> Emergency Resupply

 

This will cause - as the name implies - an emergency resupply.
