Unlike some other sim developers, the BoS team doesn't consider it a top priority to make a manual before the sim is done

The manual I wrote for ROF replaced the original manual that shipped with the game, which AFAIK shipped with the game when it was first launched.

Meaning, the priorities are toward the functionalities and less toward the optional fluff. In my opinion, that's a good thing to skip the manual in favor of more important things... even if it may not be factual. now that makes more sense .... how could you get your response from what he said....
