Steam offline

I’m working in the Middle East at the moment so only able to use steam online through a VPN at restricted times. 
 

My question is, is multiplayer accessible if I load the game with internet access but with steam being offline?

Well I know I shouldn't answer with a question but since I can see you own BoS, BoK and BoBP via official IL store, can't you just use their launcher?

I’m working nights so will try it tomorrow. To be honest I naturally assumed you’d have to be Steam online so haven’t tried another way.

Well as far as I know the game doesn't need Steam at all, if you bought it off the official store. I have everything on Steam, so can't confirm that though.

The Game start even without Steam! Download the Game using Steam. Close Steam.exe or use the offline mode from Steam how you like. Go to the Game folder search the game.exe create a link to the game.exe and start the game using this link. The game will start and you can play even without steam running in the background but only this what you bought from their own store on their own website.

What does "Middle East" has something to do with an internet connection? Just curious because I am living in Middle East and my internet is open and it is 1 GB Fiber connection.
