Scramble waypoints away from yellow box

Hello Pat,

 

I have been having a lot of scramble missions like that. The waypoints are a way away from the yellow box. I usually don't see any enemies during those missions. Do I need to move those waypoints within the yellow box to get some actions? The zip is the mission associated with the map that I just created right before this thread.
