I believe the developers stated that the amount of work that would have had to go into it to make it worth it's salt would have taken up too much in time and resources. They settled for making it very presentable from a distance. Ultimately they never really "fought" over Moscow proper.

Check this, I never used it, so I do not if it is working with the new updates. 1
