The effect is similar to migoto mod which let you adjust ipd/focus for specific zoom distances, but it is always out of focus.  (Or similar to how DCS zoom used to be before they fixed VR zoom.)
 

The game worked fine a week or two ago (last time I had a chance to play)

 

HP reverb, Steam vr, 2080ti

 

 

 

In WMR Settings I changed experience to "Best Visual Quality" 

 

I also re-clicked on the "adjust display resolution" tab at 4320x2160

Have you tried messing with left shift and right numpad plus and enter?  

Oh!  Right !  Check your keymapper too.  Some of the keys you set up for previous zooms may not work correctly anymore and may have to be remapped.
