Windows 10 update and stuttering

I was running fine this morning, downloaded and installed the latest Windows 10 update, and now I've got some almost imperceptable stuttering. Very frustrating as I was running so smoothly. I haven't tried any fixes as I'm not sure what to try first. Recommendations accepted.

Do the obvious less painful stuff first.

 

Id start with a reboot first followed by reintalling the video card driver and checking the setting in any controller software (I assume AMD has an equivalent to Nvidias Control Panel). If there is an option to manage power set that to prefer maximum or whatever the option says.  

 

Reboot

 

Then Id look at the W10 game mode functions and make sure they are disabled.

 

Reboot

 

Then check that the power management within W10 is set properly to avoid all that eco friendly power saving stuff that applies to everyone BUT gamers (and Intels turbo boost I think avoided by increasing the minimum (or possibly maximum) processor rate level). Reboot and, If that not it, reset it by all means and save the world. 

 

Then 

 

If the stutter is regular check the task manager resource monitor to see if there is something showing up and causing spikes. Some AV suites like Avast have some featues like mail scan on all the time by default. If you have google mail or similar (or are not stupid), you dont really need that feature kicking the crap out of your CPU every 30 seconds. This caused stutter on my set up

 

Then - look at disabling something call the Dynamic Tick. Another power saving thing that affects some builds but not others.
