Unable to see main menu at 4K resolution

I originally purchased IL2 directly and was able to play it OK in 4K. During the steam sale, I also purchased IL2 BOK. When I initially launched the Steam version, it was at a low resolution, and I selected 3840 x 2160 and the game restarted.

Upon restart, the right hand menu wasn't visible. I did examine my .cfg file and ensured that full_ width/height matched win_ width/height. Still the issue is there. What can I do to fix it? I can't try the direct launcher as it's still downloading.
