Does anyone know what the convention was for the RAF and USAAF to give meteorological data to squadrons during WWII?

 

For example, did they ring through the cloud height from sea level or from whatever base they were ringing it through to?  What about if the weather was awful?

 

If anyone can point me to sources it’d be appreciated.

Not exactly what you are looking for, but at least some hint on what kind off weather information were available to RAF squadrons of the 2nd TAF in 1944/1945 is given in:
