I am getting this flickering noise in the menu and under clouds, does anyone know a solution?

We need a few things from you:
-computer specs (processor, GPU + driver version, RAM, Windows version)
-Driver settings in e.g. Nvidia Display Settings or AMD's equivalent (screenshot of this would be ideal)
-VR Headset type, and what software you are using for it (SteamVR, OpenComposite, Etc.)
-Graphics settings in-game (screenshot of this would be ideal)
-Any mods or third party software (e.g. ReShade, VREM)

My hunch is that it is an old graphics mod that is messing with your clouds and menu, because it is no longer compatible with the current game version.

Right so info for you: 

PC Specs is a R3 2300X (I know this is a bottleneck I am looking to upgrade), 16GB 3200mhz ram, and an RX590. Below is the graphics settings profile for IL2

And the global settings for all games:

I am running a Rift S using Steamvr

And graphics settings in game are

I do have the resolution down when playing in VR

And I do not have any third party programs

Graphics drivers are up to date as well

AMD drivers had some problems when deferred rendering came in a few patches ago - it was largely related to AA I believe, the AMD drivers have a problem, AMD had no fix so the devs did workarounds. I think the lion's share of the bugs have been fixed.

Check the thread with "ATI Issues post here", it may have some fixes people have that worked.

Some other things to try:
Try running at the native resolution for the headset
Try turning the AMD sharpen off. In fact just set everything in AMD to default or app controlled so it is just the game settings working.

Hopefully someone with VR will come along here and give you some VR specific advice, I can only speak to what I saw on the forums regarding graphics artifacts like this.

Tried both of your recommended solutions to no avail, am going to do a fresh install

No luck :(

FIXED!!! Changed anti aliasing to MSAA and it has been eliminated, thanks for your help though :)

Sadly though this causes a 10-15 fps drop, rendering it pretty much unplayable in VR :(, will look for another solution

Have tried turning AA off in IL2 and overriding the settings in AMD to no avail, still the noise even with MSAA, if anyone has any other suggestions that'd be really helpful.

It been narrowed down to anti aliasing.

FIXED! Turned sharpen on in AMD and sharpen off in IL2, and now the noise is long gone! 

Now I need to changer a few settings to get the fps back up a bit (is running at 30fps in the menus :()

Will update on the result :)

Some things to improve performance in-game without making it unplayable:
-Turn grass to "Off" - its a performance hog down low and with your settings you probably don't even notice it in the air.

-Try turning Distant Landscape Detail down to 'normal'. With low horizon distance setting like you are currently running, the distant detail might be doing nothing for you anyway. See how it looks

- I hate to suggest it, but you could turn Canopy reflections off. I find them well done and wouldn't want to fly without them now, but they are a performance hog. This one change might net you 5-10 fps. 

Unfortunately if you are looking to squeeze every drop of performance out of your setup you probably have to do a lot of testing. Your CPU and GPU are both relatively weak for VR in Il-2.

The recent switch to deferred rendering shifted a greater burden onto the GPU, so the CPU may not be as much of a bottleneck. The processor/GPU you have is pretty well matched in terms of performance.

 

I suggest you do a deep dive into the Hardware portion of the forum, particularly the VR subforum. There is a community of extremely helpful people who can probably give you some good advice on utilities to measure performance and ways to eke out more FPS from your setup. Overclocking CPUs is usually recommended, and I think a lot of people use OpenComposite rather than SteamVR for playing in Il2 and that apparently helps with some performance issues for some headsets. Not precisely sure how that all works, but the VR sages do.

Nope seems that MSAA is the only fix ?, will have to live with this, on 2X it isn't so bad fps wise

Will do these things, am only looking for 40fps and I think I'm pretty close to that and will hopefully be closer or there with your suggestions, thanks :)

Right all is working, getting about 40fps on the ground and 25 or so when in dense dogfights, good enough for me :) thanks all
