After pressing F2 for an external view, what is the name of the command which would allow an external circuit of the aircraft?

Alt+F2 for the "go pro" type of cameras. Is that what you are asking for?

 

Not sure if that's what you mean by external circuit.

if I am understanding you correctly, you are wanting to rotate the camera left/right and up/down whilst in external F2 view.

It is in the camera settings tab, you can assign rotate left/right to a button, and rotate up/down to a button. I have mine assigned to POV hat on my stick.

This will allow you to rotate around the aircraft in external F2 view.

The keyboard command is numpad 4/6 for rotate left right, and numpad 8/2 for up and down.
