Blue lines around edges of the screen after 4.008 installation

After the update the game loads "behind" MS Windows - the panel with start icon, running programs and the time stays in front of the game. Around the left and top borders of the screen there is a blue line like a frame of the window.

Windows 10 64 bit 1903, GPU: Nvidia 1650super, 22" screen. Restart did not help, there was no other software change between Tuesday when everything worked and Wednesday, when this updated messed things up. Anyone else having this?

Are you running the game in Full-screen or windowed mode? If you switch from one to the other, does it make a difference?

Windowed mode, so I can switch to other apps if needed. When in Full-screen, the problem goes away.
