Engine Throttle settings on Basic servers

I have noticed that on some servers, like Berloga, that you can run the engine at 100% whenever you want (say in an F4) - if you overdo it the engine eventually seizes up.

 

On other servers, Air Attack Tactical servers the engine will run at 100% initially but soon drops to around 80% and wont go back up to 100%, I think until it has been rested for a while.

 

Can anyone explain this behaviour and the setting involved - what would need changing to get the engine always able to run at 100% regardless of the risk of seizure?

The default key is left shift+n or left shift+m, (can't remember which) to turn the auto engine assist off.
