Unable to interact with Menu on virtual server

Hey all,

I'm in the process of setting up a dedicated server on a PC that I don't have physical access to. When I launch IL-2 via ULTRA VNC, I am unable to click anything in the menu. 

A few ideas come to mind as to why but wanted to see if anyone else had this issue and what the Remedy might be.
