I had heard that term before and wondered about it, specifically is it better or worse than blaming all of Germany for Hitler's actions, similar to how it is common in some circles to say "Nazi" rather than "German". Of course, occupying Soviet forces seemed to be able to find some left over disdain for the average German civilian as well.

Both were extremely oppressive regimes disregarding the well being of their own people and having prejudices against other nations. If all the Soviet citizens had flocked to hospital service, although very important, what would the world look like today? Master 1
