Machine Guns Firing in Single Shot "Mode"??

I'm not sure what's happened but when a depress the key combination for "machine guns", it fires a single shot and that's that ie it does not "repeat"?

 

I've changed the key setting (combination) for this action (machine guns) and it makes no difference - any ideas as to why it's doing this?
