What is unlockable content?

Hi,

 

I'm brand new here and I've seen a term I don't understand: unlockable content

 

And I've seen it in the game menu for the different weapons you can select for the different mission types you might be flying. Does unlockable just mean selectable? (ie: I can select different weapon types).
