I know my set up has a high "ping"....would that prohibit "Spectating" too?

If a server operator wants to set a ping threshold, it is possible to admit spectators with an over-threshold ping, while at the same time excluding them from piloting.  I should make clear that such functionality requires a helper application running on the server.
